Wagon Rear Wheel Well Interior Cover

On early wagons(maybe sedans too?) a metal plate was used to attach the wheel well cover from the side of the rear seat.
The new replacement interiors from Newton do not come with this plate. Has anyone gone to the trouble to attach the new interior piece to the the old plate.

It was held in place with a rivet. I see no purpose for the rivet without the plate.
